Region Västerbotten is an important community actor both in everyday life, during crises, and ultimately in war. Together in the Security Unit, we form a central function to enhance the region's capacity in the area of security and preparedness. We are now looking for two employees to complement our team.

The Security Unit is part of the Management Staff within the Regional Council's administration. The unit's mission is to create conditions for safety and security and to strengthen operations in everyday life and crises. We support, coordinate, and drive development in the areas of civil preparedness (crisis preparedness, disaster medical preparedness, and civil defense), cybersecurity, welfare crime, physical and technical protection, personnel security, security protection, fire protection, ownership governance of companies, as well as environmental coordination and chemical management.

Currently, our team needs reinforcement primarily in systematic and organizational security work focusing on physical and technical protection, personnel security, cybersecurity, and security protection. If you have skills in other areas regarding security and preparedness, that is also of interest. We work process-oriented with continuous improvements and utilize our competencies where they are most beneficial.

JOB RESPONSIBILITIES

Security and preparedness are growing and changing areas. New legislation will be implemented in the coming year(s). We are facing a new mandate period, and these issues are high on the agenda. The systematic security work needs to be reviewed, which requires coordination and planning at both operational and strategic levels together with relevant operations.

As a coordinator, your role will include coordinating and driving development in the security and preparedness area. You will provide support to operations and management, which includes both strategic and operational work. Collaboration and representing the region in networks and forums at local, regional, and national levels will also be part of your tasks. Cooperation will occur with operations and management, with local, regional, and national actors such as municipalities, other regions, the County Administrative Board, the Police, the National Board of Health and Welfare, the Armed Forces, etc. You are expected to create value for the unit and the region, but also to contribute value to discussions and issues at regional and national levels.

Your tasks will also include monitoring the external environment regarding compliance with laws, exchanging experiences, best practices, etc., as well as preparing materials and governing documents for management and politics.

You will be part of the unit's work with continuous improvements and process management.

QUALIFICATIONS

To thrive in this role, we see that you have a strong interest in and a desire to influence the development of security and preparedness. We are looking for someone who is self-driven and structured, trustworthy, communicative, and has good collaboration skills. You are strategic, see the big picture, and have the ability to balance strategic perspectives with operational work.

We are looking for candidates with an academic background in security, preparedness, crime prevention, or other relevant education for the position, such as in medicine and care. You need to have experience and expertise in one or more areas regarding security, preparedness, and crime prevention work. We would prefer candidates with experience from politically governed operations in regions and municipalities or experience from crime prevention work within a government agency.

Experience working with physical and technical protection, personnel security, cybersecurity, and security protection is advantageous. Education in project and process management is also meritorious.

You have a good ability to express yourself well in speech and writing and are accustomed to drafting investigations, opinions, and governing documents.

OTHER

We offer flexible placement in Lycksele, Skellefteå, or Umeå, but some meetings and forums require physical presence in Umeå. Business trips with overnight stays occur in the job, and a B driver's license is required. There is an opportunity for a flexible workplace.

This position is classified in a security class. A security review will be conducted in accordance with applicable security protection legislation.
